         Assignment Title: Provision of services as an individual consultant to assist in the development and implementation of the state cadastral real property valuation system

Cadastre Agency under the State Tax Committee of the Republic of Uzbekistan has received financing from the International Development Association toward the cost of the Modernization of Real Property Registration and Cadastre Project and intends to apply part of the proceeds to involve an individual international consultant to assist in the development and implementation of the State cadastral real property valuation system.

The key objective of the consulting services is to: (i) conduct an assessment of compliance of the real property State cadastral valuation system  (developed in the Republic) with international valuation standards (IVS), (ii) provide methodological and operational guidance to the team of local valuers, which will be recruited to collect data and conduct hands-on assessment of the system within the framework of the experiment to determine the cadastral value of  real property units; (iii) provide a set of recommendations on key priority areas of further improvement  of the valuation system in the Republic of Uzbekistan based on the results of the desk-review of the provided documentation and results of the field-tests of the system with real data from the pilot sites. (iv) provide strategic advice on working with the public to explain the essence of the new valuation system and the expected results of its application.

Interested individual consultants must send a CV that provide information on their qualifications and experience demonstrating their ability to undertake this assignment (reference to similar services, experience in similar assignments, availability, etc.).

Consultants (valuation specialists) should meet the following qualification requirements:

• Postgraduate degree or equivalent in law, economics, real property valuation, land administration or another relevant discipline. Consultant must prove his/her qualifications (degree, trainings, and certificates) in the field of land and real property valuation and significant practical experience in its application.
• At least 10 years of experience in the field of real property valuation, including mass valuation for taxation. Background in similar projects in developing countries, previous relevant experience in the CIS and Eastern Europe will be considered as an advantage;
• Experience in (i) providing domain consultancy in subject domains and (ii) development of analytical products in the public sector.
• Strong skills in writing analytical materials, reports and recommendations in English and in Russian.

The consultant will be selected in accordance with the procedures of «Individual Consultant» selection method, set out in the World Bank's Guidelines for Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011 and revised in July 2014).
